Possibly DNB Underwood, Thomas Richard (1772–1835), watercolour painter and geologist. From The Life of Thomas Holcroft: ‘Underwood, a young artist, called to see my pictures. He was full of admiration, but he is a youth.’ This Underwood was trapped in France in 1803 and did not return to England until 1814 and this matches the dates. It does not seem as if this Underwood has any connection with Hays' Underwood, the publisher, Underwood and Black, who traded from John Murray's old shop in Fleet St until 1813 (see Hays' Letters).
