Smith (1752-1838) was a life-long Tory politician also noted for his interest in literary affairs - he supported and was vice-president of the Literary Fund. Godwin encountered Carrington Smith at a dinner at Johnson's, also attended by another noble (Robert Smyth) so it seems highly likely that they are one and the same Carrington.
