Martin Smart was a serjeant in the militia. He is noted in St Clair as having sent in a 'long commentary of detailed criticisms' of Political Justice. See also, the letter to Godwin in 1800, 'To the author of the Enquiry concerning Political Justice...' (Abinger). He and Godwin had an exchange of letters over the course of about 10 years, with some twelve extant letters either to Godwin or to Mary Jane. Some of these letters were philosophical, others less so. In July 1802 Smart writes to Godwin looking for employment 5.7.1802, and in January 1803 Godwin seems to be writing to him to settle matters of publication in relation to Chaucer. Smart also became a regular visitor to Godwin between 1801-3 and 1809-11.
