The likely attribution is Owen Rees, a partner of Thomas Norton Longman from 1793 to 1804, and then with Longman, Thomas Hurst and Cosmo Orme from 1804-1810; then with the addition of Thomas Brown to 1823, then plus Green to 1837. The records of the book trade give his dates as 1770 - 1837 and identify him as the son of Josiah Rees, minister. See his brother's DNB entry, Thomas Rees (1777–1864).
The vast majority of these entries are for O. Rees, but many of those that are plain Rees are also associated with Longman's, so that there is a high level of confidence that those that appear as Rees are in fact Owen Rees entries. One possibly competing identification is Abraham Rees, but the contexts provide a reasonable basis for differentiating their entries.
