Most likely this refers to Charles Ollier (1788–1859), publisher, writer, and editor. Charles had a younger brother named James who was in business with him and a J Ollier is mentioned in 1822 but there is no further attempt to differentiate Olliers, which suggests that the J Ollier entry is a single contrastive entry and that the others refer to Charles.
See Mary Shelley's Journal - for 10, 11.1817 'Papa calls and Mr Ollier.' Almost certainly Charles Ollier to whom Frankenstein had been submitted but who had turned it down, see p. 183, and p. 174, n4. One of Shelley's political pamphlets had been accepted for publication by Ollier (p. 166, n. 6) and Ollier published more by Shelley. It is not possible to be certain that Godwin consistently refers to Charles. The two pieces of correspondence that survive in the Abinger collection, MS. Abinger c. 14, fols. 7-8: 25 Apr. 1831 and MS. Abinger c. 20, fols. 45-6: 6 July 1831 are from Charles Ollier (and are with reference to a contract for his latest novel) or to him (concerning the reprinting of Caleb Williams and St Leon), so it seems to be with Charles that most business was conducted.
There is extensive correspondence between Ollier and Godwin and the Shelleys, much of which was listed in the sale catalogue of Puttick and Simpson in 1877 and 1878, and most of which is now held in either the Pierpoint Morgan Library or the Pforzheimer Collection.
