This is probably John Cozens, Norwich grocer and radical. There are several references to him in Jewson's Jacobin City - including that he succeeded William Taylor as Secretary to the Norwich Revolution Society and that Thelwall lectured from the windows above his shop. As this meeting takes place during Godwin's visit to Norwich in 1796, this seems a likely identification.
