Reference unclear. Waterloo Bridge was opened in 1817 and the marshy area south of the river was drained. It is possible that Godwin here refers to a ship (an East Indiaman) moored by Waterloo Bridge, but it is hard to believe that such a ship could pass Blackfriars and London Bridge.
